Wednesday 4 November 2026, St John’s, Antigua and Barbuda / London: The Sustainable Markets Initiative (SMI), founded by His Majesty King Charles III, and S&P Global, today announce the launch of the Commonwealth Risk & Opportunity Tool, giving investors, governments and development partners a comprehensive view of investment potential across the Commonwealth.

The tool combines country risk analysis, emerging growth opportunities and private capital mobilization readiness to identify where investment can be deployed with confidence and where targeted interventions can unlock additional capital. By drawing on proprietary market intelligence and investment-relevant indicators, it also helps reveal opportunities in frontier and smaller economies.

Its distinctive value lies in moving beyond a single risk score to provide a dynamic view of how economic, policy and market conditions are evolving within individual countries. This enables decision-makers to better understand where opportunities are strengthening, where risk mitigation may be required, and which actions could improve long-term investment attractiveness.

Over time, the tool has the potential to create a shared evidence base for governments, investors, insurers and development finance institutions, supporting more informed decision-making and helping to accelerate the flow of private capital into high-potential Commonwealth markets. The next phase will focus on refining the methodology, incorporating stakeholder feedback and strengthening the data required to support investment decisions at scale.
